untoldmythThe Order is the collection of individuals selected from among the dying by Death to become those knowns as Reapers. Primary duty of the Order and those under its oath is to maintain the balance between life and death through various means such as breaking the physical bond of the soul when life has ceased, monitoring creatures that prey upon the living (Blacklisters), and acting as a liaison during times of conflict when called upon. Thus there are different tiers within the Order that an individual can belong to.
Large cities generally act as hubs for the Order with a primary office in which the head of the sect is located at along with various other reapers that generally monitor the blacklist and flow of someone's life force. This is where the headhunters and grims get their assignments from; either by picking up from the hub or being updated through whatever communication device they prefer. Such heads of the Order however include individuals such as Yor of the Northern Midwest, Malphur of the West Coast, and Bray of the British Isles. They are the authority when it comes to decisions and cannot be overridden unless through the proper channels.
Headhunters are reapers trained to tackle blacklisters and other threats that have been deemed too dangerous and upsetting of the balance. They go through rigorous training to tackle any sort of threat and usually aren't fully fledged until after a decade of being a grim and another decade of training. These individuals tend to pair or group together to ensure success upon contracts though there are plenty of veterans that go solo instead.
Grims are reapers that are charged with the general duty of cutting away a soul's bindings to this world so for it to pass on. Generally there is a list of 'assignments' given to a reaper per shift that covers any deaths that they're to manage. This isn't to say that reapers are the cause of death save for those that are by headhunters and thus earned as such.
(Careful to note that a reaper can flip flop between headhunter and grim depending on necessity. There are smaller tiers of reapers for research and other troubles but these are the main four.)

1 - The balance is to be maintained and thus so the proper vigilance of individuals that would cause harm if left unchecked. Maintenance of the list is to be constant and thorough to prevent the balance to be tipped too far.
2 - As such do not cause harm to those that have not struck first against the balance. Remain protectors first before raising a blade.
3 - Death has the final say in all matters in this realm and those beyond. They cannot be ignored. They cannot be disobeyed. They cannot be hidden from.
4 - Souls are to be protected from those that would seek to abuse them and the power that they contain.
